Tonight we talk to Rosa Koire, author of Behind the Green Mask: UN Agenda 21 about the ideology and people behind Agenda 21. Topics discussed include: What is Agenda 21? What is communitarianism? What is the history of this agenda? How is it being implemented? And what can people do to combat it?

  2. Recently, I have discovered some interesting linkages between Caltrans (California Department of Transportation) and Sustainable Development (SD). It is interesting to note that Rosa Koire was a Land Use Planner for Caltrans and this is where she caught on to the Sustainable Development agenda.

    Caltrans is in a powerful position to drive Agenda 21 and SD in California because they have oversight on all transportation projects built by any local government agency (counties, cities, etc.). And of course they build transportation projects themselves. In a recent webinar on Senate Bill 743, Toks Omishakin, recently appointed as Director of Caltrans by Gov. Gavin Newson, explains the goals of SB 743. He speaks for about 12 minutes. Video queued below.

    In this video, Toks explains:
    – The importance of SB 743 in achieving the Strategic Plan of Caltrans, which is heavily focused on SD aspirations
    – How SB 743 and CTP (California Transportation Plan) 2050 are in alignment
    – How important the work of Jeanie Ward Waller is in moving forward the CTP 2050 (more on this below)
    – That Caltrans will use its authority to make sure transportation projects of local agencies and projects on the state highway system are in alignment with the goals of SB 743.
    – That “equity issues need to be front and center in everything that we do–that our work needs to happen through an equity lens.”

    Jeanie Ward Waller is leading the development of CTP 2050. She is top brass at Caltrans. Her Caltrans bio (https://dot.ca.gov/about-caltrans/executive-biographies/jeanie-ward-waller) explains that “Jeanie has a master’s degree in Engineering for Sustainable Development from the University of Cambridge.” It appears that Caltrans is strategically placing individuals who will push forward the SD agenda in key planning positions. The plans that are developed will guide the re-imagination of transportation infrastructure that Caltrans envisions.

    As the draft CTP 2050 states, climate change, energy, and equity are top priorities for the future. I beleive the other priorities listed would tie in to Agenda 21 as well. “The CTP is informed by multiple, parallel state planning efforts focused on transportation and adjacent topics, such as climate change, energy, air and water quality, conservation, health, mobility, housing, infrastructure, economic growth, safety, and equity.”

    As the UN Sustainable Development diagram shows, the planning efforts of CTP 2050 & the Strategic Plan (SB 743) are very much in line with SD.
